Chernohorenko: Model of digital reform of MSEC already developed
The Ministry of Defense of Ukraine has already developed a model for the digital reform of medical and social expert commissions (MSEC), and a draft of amendments to regulatory legal acts is being developed, said Deputy Minister of Defense of Ukraine for Digitalization Kateryna Chernohorenko.
"The digitalization of the MSEC is a very big challenge both for our civilian healthcare system and for the system that is subordinate to the Ministry of Defense and the General Staff. We have already developed a model for the digital reform of the military medical commission, it has been provided to our partners in the government. We are ready and are already developing a draft of amendments to the regulatory legal acts," Chernohorenko said at a briefing on Thursday.
According to her, the digital team is ready to quickly implement this functionality technically.
"We would like to provide an opportunity for both conscripts and military personnel, in fact all users of the MSEC, to receive a medical report at any convenient civilian healthcare facility. This medical report will be sent in digital format in a few minutes, sometimes a few seconds, to the Defense Ministry system, then the MSEC, on its own initiative, will have the opportunity to review this medical data set and make its administrative decision," the deputy minister explained.
Thus, as Chernohorenko explained, “we divide the medical report into two parts: the medical part, where any doctor or specialist can make this conclusion; and the administrative part, which is located specifically within the Ministry of Defense.”
According to her, the implementation of this initiative is not a complicated procedure from a technical point of view and the Ministry of Defense is already working on it. "I think that very quickly we will be able to receive very good news in this direction," Chernohorenko added.
As reported, in 2023, Digital Transformation Minister Mykhailo Fedorov said that the government had developed a plan to digitalize the MSEC in order to reduce queues and the burden on wounded soldiers.
