Poroshenko doubts that land market could open in near future

Ukrainian President Petro Poroshenko has expressed doubts that a decision to create the land market will be made in the near future.

"I understand that, unfortunately, there are no chances for a balanced state decision to create, for example, a civilized land market ... now it will be difficult to do," he said from the parliamentary rostrum on Thursday, delivering an annual message.

At the same time, he recalled that the European Court of Human Rights (ECHR) recognized a moratorium on the free market circulation of land as violating the rights of Ukrainians.

As reported, on December 7, 2017 the Verkhovna Rada adopted at second reading bill No. 7350, which extends the moratorium on the sale of agricultural land until January 1, 2019. On December 30, 2017 the president of Ukraine signed it.

A group of 55 people's deputies, initiated by MP Oleksiy Mushak, in February 2017 appealed to the Constitutional Court on lifting the moratorium on farmland sale.

The Constitutional Court in mid-February 2018 decided to refuse to open constitutional proceedings on the case of the abolition of the moratorium on the sale of farmland.

The European Court of Human Rights (ECHR) in late May 2018 decided that the continued extension in Ukraine of a moratorium on the sale of farmland violates human rights.

The ECHR urged Ukraine to regulate the farmland market more quickly, since the moratorium was introduced for this legislative settlement.
