Govt instructs economy ministry to keep register of EU-funded budget sectoral support programs

The Cabinet of Ministers of Ukraine has instructed the Economic Development and Trade Ministry of Ukraine to draw up a report on the implementation of benchmarks and payment of tranches provided as budget sectoral assistance by the European Union (EU) and to keep the report of these programs.

The decision was made at a government meeting on Wednesday.

According to an explanatory note to the draft resolution, a copy of which has been forwarded to Interfax-Ukraine, the measures would allow improving the use of funds under the above-mentioned programs.

Along with these measures, the document also provides for carrying out reviews of the state of the implementation of programs with the participation of central executive authorities responsible for their implementation, together with the European Commission.

The government also obliged the agencies responsible for the implementation of the programs to provide the government, the Economic Development and Trade Ministry and the Ministry of Finance with reports on their completion.

According to the explanatory note, it is also planned to determine the terms of preparation of the programs, to agree the amount of financial resources based on the number, types and timing of tranches with the EU.

According to the analysis of the Accounting Chamber of Ukraine, the receipts of free and irrevocable assistance under the EU sectoral budget support programs at the end of 2017 amounted to EUR 296.6 million, which corresponds to 67.5% of the planned EUR 439 million. According to the Accounting Chamber, this indicates insufficient efforts of beneficiaries in reforming the relevant sectors, as well as a lack of dialogue between the recipients of programs and the EU.
