NCER postpones switch to daily gas balancing for two months, fines Ukrtransgaz UAH 850,000

The National Commission for Energy and Housing Utilities Services Regulation (NCER) has postponed the switch to daily gas balancing for two months, until October 1, 2018.

The decision was made by the regulator last week.

The commission also decided to fine PJSC Ukrtransgaz UAH 850,000 for some violations resulted in the failure to switch to daily gas balancing from August 1, 2018.

"We oblige Ukrtransgaz to remove this violation before October 1, 2018. This term corresponds to the gas year. Before the beginning of the gas year, for the period of eliminating violations and bringing the actions of Ukrtransgaz in line with the requirements of legislation - creating and maintaining the information platform, the commercial balancing for the period August-September is to be implemented in accordance with the provisions of the Code of the GTS, in effect as of today," Head of the NCER Oksana Kryvenko said, following the results of the examination of the issues.

As reported, PJSC Ukrtransgaz considers it impossible to switch to daily gas balancing from August 1, 2018, as stipulated by the Code of the Gas Transportation System (GTS) and proposed to postpone the transition until May 2019.

Today, the police, as part of the criminal investigation into possible abuses during the purchase of software, seized a server with a software platform for switch to daily balancing developed by IP Systems from Ukrtransgaz.

Ukrtransgaz considers the platform, developed by IP Systems, unsuitable for use. The company is negotiating the development of a new platform.
