Revenue targets of general funds of local budgets in Ukraine over-fulfilled by 16% in 2015

Revenue of general funds of local budgets in 2015, not taking into account transfers, reached UAH 99.8 billion or 16% more than the target approved by local councils, the Finance Ministry of Ukraine has reported.

The ministry said that revenue grew by 42.1% or UAH 29.6 billion compared to 2014.

The ministry said that revenue from individual income tax rose by 23.1%, to UAH 53.63 billion, and land fee – by 30.3%, to UAH 14.47 billion. Annual targets were over-fulfilled by 13.7% and 12.2% respectively.

Revenue from property tax in 2015 came to UAH 736.9 million, which is 39% above the target, including UAH 182.5 million in Kyiv city, UAH 62-68 million in Kyiv, Odesa and Kharkiv regions, and UAH 43.6-46.2 million in Lviv and Dnipropetrovsk regions.

Additionally, local budgets saw UAH 7.67 billion of revenue from excise duties. The ministry said that Kyiv city and region it was UAH 338 and 323 per capita, while in Zakarpattia region it was UAH 257 per capita, Odesa region – UAH 216, Chernivtsi, Zaporizhia and Lviv region – UAH 200-210.

Local budgets received UAH 174.6 billion of transfers in 2015, or 98.7% of the target.

Particularly, medical subvention was UAH 46.18 billion, educational – UAH 44.09 billion and subvention for social protection was UAH 63.3 billion.
