New rules for issuing, revoking permits for air route operations come into force – Infrastructure Ministry

The order of the State Aviation Service, which approved the new wording of aviation rules for issuing and revoking permits for air route operations, was published in the Ofitsiyny Visnyk Ukrainy (the Official Bulletin of Ukraine) on June 5, according to a press release issued by the Ministry of Infrastructure.
The report notes that the State Aviation Service finalized the rules and postponed the introduction of regulations for a year, which caused public outcry.
"First and foremost, this is the norm with respect to the ownership structure of the carrier (the requirement of the substantial ownership or controls over more than 50% of the charter capital of the air carrier by Ukraine or Ukrainian citizens) and the requirement to carry out domestic flights during 12 months before applying for new international destinations," reads the press release.
In addition, the document reduces the number of conditions that are to be considered when making decisions. In particular, applicants will be judged on the following criteria: the actual use by the air carrier of previously granted rights to operate air routes, the amount of funds per aircraft paid to the national budget over the last 12 months, the number of aviation events per 1 million departures over the past 12 months, and the regularity of flights over the past six months.
It also changes the decision making procedure. All applications from carriers and the commission's decision will be posted on the website.
