Cabinet creates national debt management commissioner

The Ukrainian government has created the position of the national debt management commissioner.

The corresponding decision was formalized by Cabinet of Ministers order No. 88 dated March 11, the transcript of which has been posted on the government's website.

"Approve the provision on government's national debt management commissioner... Make the government's national debt management commissioner equal to the position of deputy minister [in terms of] conditions of payment and material provision," reads the document.

According to the provision, the government's commissioner will be appointed and dismissed by the Cabinet at the proposal of a Prime Minister, based on the suggestions of the Finance Minster.

The main task of the government's commissioner are preparing suggestions to improve the structure of the national debt, including via the improvement of certain agreements on the national debt, such as exchange, release, purchasing, repurchasing and the selling of treasury bonds, as well as preparation for and participation in negotiations with creditors of Ukraine on national debt issues.

In addition, the government's commissioner has a right to address central and local executive agencies, state banks, enterprises and organizations on national debt issues, and to receive information, documents and materials needed to fulfill his tasks.

The commissioner also has a right to participate in the meetings of the Cabinet as a consultant during the consideration of national debt issues.
