The issue of creating a Special tribunal for the crime of Aggression against Ukraine is the most difficult, and the discussion around this will be “one of the most intense” in The Hague, said Ukrainian Foreign Minister Dmytro Kuleba.

“Frankly, this is the most difficult question, because two different opinions have been expressed. Some believe that it is necessary to launch a tribunal right now, without solving all legal issues, and create a tribunal that will not be able to personally judge President Putin and two other people, the so-called ‘troika.’ And another group believes that until this issue is resolved, there is no point in launching a tribunal,” Kuleba said during a conversation with the media before the start of the meeting of the Restoring Justice for Ukraine conference in The Hague.

According to him, the discussion around this will be “one of the most intense and problematic” in The Hague.
