A concept of legislation on reintegration of the territories in Donbas that are currently not controlled by Kyiv is being discussed now, and the text of the document is not ready yet, Ukrainian Verkhovna Rada Chairman Andriy Parubiy said.

"The text doesn't exist yet. The concept as such is being discussed now. And this is the right approach - to determine the main points at the initial stage to be agreed upon on the whole," Parubiy told journalists on Monday evening.

The concept was presented by Ukrainian National Security and Defense Council Secretary Oleksandr Turchynov, he said.

Among the points being discussed are the change of status, the recognition of the uncontrolled territories as formally occupied territories, and, "what is the most important, the determination of legal preconditions for conducting military actions and military operations, so that this legislation should give this legal right to the commander-in-chief and the National Security and Defense Council," he said.
