Every fifth application to ECHR concerns Ukraine

Every fifth application filed to the European Court of Human Rights (ECHR) concerns Ukraine, repeated violations are caused by unresolved problems in the work of the law enforcement and judicial systems, Pavlo Pushkar, head of the department of the Council of Europe's department for the implementation of the ECHR decisions, has said.

During a round table on the enforcement of decisions and application of the ECHR's practice in the prosecutor's activities in Kyiv on Wednesday, he said that since 2002 Ukraine "has accumulated a large number of unresolved problems related to the functioning of the law enforcement system, the prosecutor's office and the judiciary in the aspect of criminal justice."

"The European Court during this time has identified a larger segment of problems that must be addressed to the state through the procedure of implementing the decisions of the ECHR ... At present we see that Ukraine has firmly taken the first place in the number of applications to the ECHR. About 19,000 applications are at the ECHR, every fifth case pending before the court, concerns Ukraine," he said.

According to Pushkar, the materials of the complaints mostly concern the effectiveness of the investigation of cases related to violations of the right to life, restriction of the right to freedom and personal inviolability.

He expressed the opinion that the unresolved problems of the law enforcement and judicial system had led to a large number of recurring violations.
