Model of Ukrainian energy market should comply with EU Third Energy Package

The future model of the Ukrainian energy market should comply with the EU Third Energy Package, Ukrainian Prime Minister Arseniy Yatseniuk has said.

"We should clearly define what model of the energy market we're building in Ukraine. I think that it should fully comply with the EU Third Energy Package," he said at a meeting devoted to the reformation of the energy sector in Kyiv on Thursday.

The prime minister added that Ukraine should take into account all recommendations of European partners in the model.

He said that three bills are to be adopted to attract foreign investment into the Ukrainian energy market. First, the bill on the electricity market, secondly, the bill on the National Commission of Ukraine for Energy, Housing and Utilities Services Regulation are to be passed.

"This means that the national commission must be a fully independent agency and regulator on the electricity market," he said.

The third bill is to be the law on grid connection and licensing procedures.

"This is what each citizen and each businessman faces. The monopoly on the market entails, first, the large cost of grid connection and, secondly, awful bureaucracy, and thirdly, it does not allow business to develop and select electricity supplier," Yatseniuk said.
