SBU suspects E-Pay payment system of aiding and abetting terrorists from DPR and LPR

The State Security Service of Ukraine (SBU) suspects the officials of the E-Pay payment system of aiding and abetting the terrorist activities of the so-called Donetsk People's Republic (DPR) and Luhansk People's Republic (LPR), reads a ruling of the Pechersky District Court of December 23, 2015, posted in the State Court Rulings Register.

According to the document, the Pechersky District Court at the request of a SBU investigator decided to arrest the funds of the E-Pay payment system on the bank account at PJSC National Bank for Development (Kyiv), which is currently under liquidation, in connection with suspicion of aiding and abetting the terrorist activities of the so-called DPR and LPR.

As noted in the document, the pre-trial investigation revealed that E-Pay officials (about 45 people), living in the uncontrolled territory and registered as entrepreneurs at the tax authorities of DPR, since May 2015 have been servicing a number of payment terminals, through which militants are provided with the services of topping up their cell phones.

In addition, these services are provided through mobile terminals on the basis of the following payment systems: FlashPay (the owner is Bank Familny), Financial World (Kyiv) and City Pay (Kyiv, the Terra-line Internet provider), whose part is E-Pay.

At the same time, the suspects use the software of Pegas Crimea LLC, which is the official representative of Russia's PS PEGAS.
