Political subgroup fails to reach agreement on elections in Donbas - Kuchma's press secretary

The political subgroup of the Trilateral Contact Group has still not reached an agreement on the main issues, including the issue of holding elections in Donbas, says Darka Olifer, press secretary of Ukrainian representative in the group, former Ukrainian President Leonid Kuchma.

"The political subgroup has still failed to reach an agreement on the main issues, in particular, the issue of holding elections in some districts of Donetsk and Luhansk regions. The key component of a possible consensus is a full halt to combat actions. The same demand is also needed for the full-fledged work of the subgroups on economic and humanitarian issues. The same condition is compulsory for conducting mine-clearance," she wrote on her Facebook page following the meeting in Minsk on Tuesday evening.

The main task, which the humanitarian subgroup is facing now, is the release of captives, first of all, ill and wounded people, Olifer said.

"Representatives of the humanitarian subgroup will deliver a special report on this issue at a meeting of the Trilateral Contact Group on December 22. Ukraine hopes that considerable progress will be reached at this meeting on this issue," she said.

The Trilateral Contact Group will hold a next meeting on the situation in south-eastern Ukraine involving officers from the Joint Center for Control and Coordination, Olifer said.

Meanwhile, Olifer said that the security subgroup had agreed on demining 12 areas.

As for the work of international humanitarian organizations, they still do not have access to the districts in the Donetsk and Luhansk regions beyond Ukraine's control. "Ukraine insists on this access be provided. The International Committee of the Red Cross should receive access to Ukrainian hostages, who are staying in some districts of the Donetsk and Luhansk regions," Kuchma's press secretary said.

Meanwhile, the Ukrainian side paid special attention to the ecological situation, which has emerged as a result of combat actions in Donbas, at the meeting in Minsk. "Experts of the special international mission may be invited for monitoring this issue," Olifer said.
