Poroshenko signs law on government procurement

Ukrainian President Petro Poroshenko has signed the law on government procurement, Economic Development and Trade Minister of Ukraine Aivaras Abromavicius wrote on his Twitter page.

"Before his birthday [September 26], the president signed the law on government procurement. A difficult and necessary report! A saving of UAH 50 billion a year," he wrote.

According to the Economic Development and Trade Ministry, the new law confirmed the opening up of access to all information and government procurement tenders, including bids, list of owners of companies-bidders and the appraisal protocols. The law will make it impossible to deliberately block tenders via the procedure for challenging it in court, and it would be easier to take part in the tenders – only potential buyers are to submit the full package of documents.

The technical amendments made by the law allow Ukraine to join the Agreement on Government Procurement (GPA) as a part of the World Trade Organization (WTO). This would open up access to the foreign government procurement market with a volume of $1.7 trillion to Ukrainian companies.

The law increases the limit of purchases to which it applies: for goods from UAH 100,000 to UAH 200,000, for labor – from UAH 1 million to UAH 1.2 million.
