Local elections in Donetsk region on October 25 haven't been cancelled and the elections on November 29 will only be held in six newly created united territorial communities, Head of Donetsk Military-Civilian Administration Pavlo Zhebrivsky has said.

"I acted solely within my authority and in accordance with two laws of Ukraine, but in no way does my decree cancel elections on [October] 26 either in six communities or whole Donetsk region," Zhebrivsky said in an interview with 112 TV channel on Thursday.

"There's a law on voluntary unification of territorial communities. According to the law, territorial communities have a right to unite and elections in unified territorial communities are scheduled by the session of the regional council. As there's no regional council in Donetsk region, and I, as Head of the military civilian administration, have the relative authority, scheduled elections in the unified communities, not localities, but specifically communities. No elections on [October] 25 were canceled," he said.

Zhebrivsky said that the elections would be held in Donetsk region's localities on October 25 if the President, the Central Election Commission, and the Verkhovna Rada of Ukraine decided as such.

He said that he supports rescheduling local elections in Donetsk region until the conflict is over, or until the communities are created. Zhebrivsky also said that his and his neighbor's (Luhansk Governor Heorhiy Tuka) proposals were being considered.

Zhebrivsky also said that it was impossible to hold local elections in militants-controlled territories in accordance with Ukrainian laws. Therefore, such elections must be held only after control over the Russian border is regained, and "within 2-3 weeks" after all of Donetsk region is controlled by Ukraine.

"I won't let anyone falsify [elections' results]. I won't let to show number of people that came to the elections one hour before actual elections, or throw away bullets. Thus, it's pointless to talk about elections' reality. I think that there's a war in a part of the region. Today, any elections are political confrontations, and it's difficult for me to say how they might end," he said.
