Malaysia Transport Minister Liow Tiong Lai has said that the countries involved in the investigation into the Malaysian Airlines flight MH17 disaster will go ahead with "Plan B" to bring those responsible to justice.

"(It's) either that we will form a multi-state court or bring this matter to the International Criminal Court," Malaysian media quoted him as saying on Sunday.

All 298 people onboard were killed when the Malaysian Airlines Boeing 777 was shot down over eastern Ukraine on July 17 last year.

Russia was the only state among the 15-member United Nations Security Council to vote against the proposal for a tribunal.
