NBU to launch 'single window' to register loans from non-residents on Aug 10
The National Bank of Ukraine (NBU) has failed to agree to scrapping the registration of loans from non-residents with the International Monetary Fund (IMF), however the regulator will launch a "single window" to simplify this process on August 10, the director of the registration and licensing department at the NBU, Leonid Antonenko, has said.
"Alas, registration remains. I am sure that it is temporary and not for a long time... According to our creditors, the abolition of registration creates risks of an uncontrolled outflow of capital. Unfortunately, we were not able to dissuade them of this error," he wrote on !Facebook!.
Antonenko clarified that the "single window" of registration will be set up on the basis of the Kyiv territorial management of the NBU, which has the exclusive right to registration, while local territorial authorities will no longer provide this service.
"This decision opens up the possibility of increasing efficiency through specialization. A credit registration department consisting of only five people will be created in Kyiv. Previously, 17 people across Ukraine were involved in registration, although 65% of all registration acts were committed in Kyiv," the expert said.
