Another attempt to reorganize Ukrnafta threatens to get bogged down in conflict of interests - expert

Investment experts have said they are skeptical about the possible success of another attempt to reorganize Ukrnafta through a merger with Ukrtransnafta (both based in Kyiv) and Ukrtatnafta (Kremenchuk) into a vertically integrated oil company.

Senior analyst of Dragon Capital investment company Denys Sakva told Interfax-Ukraine that talks about the creation of a vertically integrated company have been held for about ten years, but the situation in the industry remains very difficult.

"First of all, the state and Privat Group cannot achieve understanding on the issue of how to manage Ukrnafta. Secondly, proceedings as for gaining control over Ukrtatnafta are still underway in international courts. Thirdly, Ukrtransnafta is a monopolist in oil pumping through pipelines and its combining with the oil producer is contrary to the terms of the Third Energy Package. Therefore, most of all, this project will remain a project on paper," the expert considers.

The head of the analytical department of Art Capital investment company Ihor Putilin added that he is also skeptical about the plans.
