Constitutional amendments, including on decentralization, should be made by October 2015 - Hroisman

The first vote in the Verkhovna Rada on the introduction of amendments to the Constitution of Ukraine will be held during the parliament's spring session, Verkhovna Rada Speaker Volodymyr Hroisman has said.

"There is an initiative by the president, and I think it is absolutely correct. The president will create a constitutional commission, which should be as professional as possible, and it should quickly draw up a basic package of amendments to the main law," he said in an exclusive interview with Interfax-Ukraine.

After that, according to Hroisman, the Verkhovna Rada will set up a temporary special commission to work on constitutional amendments, which will get a working document prepared by the constitutional commission.

Hroisman said that the text would be worked out with MPs, adopted by 226 votes and sent to the Venice Commission and the Constitutional Court.

"In September, we will be able to hold a second vote on the introduction of amendments to the constitution in terms of decentralization, and in terms of many issues that concern citizens," he said.

However, he also said: "2015 should be a year of reform and a year of decentralization of the country. According to our plans, by October 2015 we should conduct decentralization and make amendments to the constitution so as to build a proper system of governance."
