Ukrainian, Russian ombudsmen to meet in Kharkiv to discuss Snizhne orphans' fate - Lutkovska's spokesman

Ukrainian Verkhovna Rada's Human Rights Commissioner Valeriya Lutkovska and Russian Human Rights Commissioner Ella Pamfilova will meet in Kharkiv to discuss the fate of children from an orphanage in the town of Snizhne, Donetsk region, after they were moved to Russia.

"This matter is being dealt with directly by the commissioner (. . .) She is discussing this matter with her Russian counterpart," Lutkovska's spokesman Yuriy Belousov said at a briefing in Kharkiv on Friday.

He said the office of the Ukrainian ombudsman is contemplating various possible solutions to the problem of returning the children to Ukraine.

"All possible ways are being looked at, including turning to the European Court (of Human Rights) for urgent measures to be taken. There is this Rule 39 which compels a state to take urgent measures to counter the violation right now ( . . .)," he said.

Earlier the Ukrainian Foreign Ministry confirmed a report about the orphans being moved from Snizhne to Russia. The ministry claims that Russia has violated a number of agreements by letting them cross its border without permits.
