Ukraine's agriculture ministry to propose new scheme for beneficial VAT regime distribution for farmers to IMF

The Agricultural Policy and Food Ministry of Ukraine will propose a new scheme for beneficial VAT regime distribution for farmers to the International Monetary Fund (IMF), under which 10% of the accumulated sum will be allocated to the national budget to support some segments of the agro-industrial complex.

"Understanding that a comprise should be found, it could be proposed during talks with the IMF: the beneficial regime is retained for everyone, and 10% [of the accumulated sum] – around UAH 2 billion – will be sent to the national budget to support agriculture, for directly supported programs. There is a program that we failed to resume – the direct support program for gardening and winegrowing," First Deputy Agricultural Policy and Food Minister of Ukraine Yaroslav Krasnopolsky said at a press conference in Kyiv on Wednesday.

"Everyone who uses the VAT accumulation system will leave 90% of the sum for themselves, and 10% of the sum will be sent to the budget and returned as direct support for some programs," he said.

He said that the ministry has not stopped its talks with the Finance Ministry on the possibility of providing direct subsidies of UAH 3 billion to the sector, which is included in the conditions of Ukraine's membership of the World Trade Organization (WTO).

"We want to receive direct subsidy support, we asked the Finance Ministry, including UAH 1.2 billion to compensate credit rates and UAH 1.8 billion for cattle breeding, and UAH 800 million to return the previous debt. Of course, gardening and winegrowing should be supported," he told reporters.
