Ukrainian partisans, military intelligence liquidate prominent LPR official – ISW

Russian and occupation officials reported on November 8 that a car bomb killed LPR People’s Council member and the LPR Liberal Democratic Party (LDPR) Head Colonel Mikhail Filiponenko in occupied Luhansk City, according to a review by the ISW Institute for the Study of War.

ISW analysts report that earlier Filiponenko headed the People's militia and the Joint Center for Control and Coordination of the LPR. “The Main Directorate of Military Intelligence of Ukraine (GUR) reported that the attack was carried out by GUR employees and Ukrainian partisans. The GUR stated that Filiponenko organized torture camps for Ukrainian civilians and prisoners of war and that Filiponenko personally participated in the torture. These charges would be an obvious violation of the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment," they conclude.
