European Commission to recommend starting talks on Ukraine's accession to EU – sources

The European Commission will recommend starting negotiations on Ukraine's accession to the European Union. Discussions are currently ongoing on the conditions that Kyiv will need to fulfill for this.

A source close to the discussion told Interfax-Ukraine on Tuesday. "The decision will be positive. At the moment, technical work is still ongoing - the conditions are being discussed," he outlined the state of affairs.

As is known, the so-called "enlargement package," which will contain these recommendations, is planned to be published on November 8.

Speaking about the conditions that Kyiv will need to fulfill, sources independent from each other told the agency that they were outlined in the speech of President of the European Commission Ursula von der Leyen in the Verkhovna Rada of Ukraine, which took place on November 4 as part of her visit to Kyiv.

"You are undergoing deep reforms, while fighting a full-scale war. The goal is truly within reach. Continuing to strengthen even further your anti-corruption efforts, passing the law on lobbying, strengthening the asset declaration framework in two aspects and addressing the remaining recommendations of the Venice Commission on national minorities, including education – these are measures that are necessary to fulfill completely the seven steps," von der Leyen said in the Ukrainian parliament. It was this fragment of the speech that was pointed out to the agency when talking about the conditions.

The final decision on the start of negotiations will be made by heads of state and government at the December meeting of the European Council, which will be held on December 14-15 in Brussels.
