Rada adopts number of bills necessary for Ukraine to defeat Russian occupier – MP Zhelezniak

The Verkhovna Rada adopted a number of bills necessary for Ukraine to defeat the Russian occupier, MP Yaroslav Zhelezniak (the Holos parliamentary faction) has said.

"A number of important decisions have been made to defeat the enemy," Zhelezniak wrote on his Telegram channel, saying that 345 MPs from all factions were present at the plenary session on Tuesday.

According to him, MPs adopted bill No. 7168 on the extension of martial law in Ukraine until April 25, 2022 (343 affirmative votes).

He also said that bills No. 7137-d have been adopted on additional tax incentives to support business during the war, including the abolition of fuel taxation and the introduction of a preferential regime for entrepreneurs (2% of turnover). This document, according to Zhelezniak, will be valid during martial law and the state of emergency and includes more than 40 innovations. The bill was supported by 340 MPs.

In addition, the Verkhovna Rada adopted bill No. 7151 on recognizing territorial defense force volunteers as war veterans (344 affirmative votes); No. 7140-1 on simplification of the option of exemption from military service for persons with disabilities and persons caring for persons with disabilities and sick children (344 affirmative votes); No. 6384-1 on the features of the budgeting of the judiciary (344 affirmative votes); No. 7147 on the features of the activities and additional powers of the police under martial law (343 affirmative votes); No. 7145 on fixing the concept of "combat immunity" - legal protection of the military command, military personnel, territorial defense, law enforcement officials (344 affirmative votes); No. 7149 on the possibility of canceling a preventive measure or detention for conscription of such a person for military service (341 affirmative votes).

Zhelezniak also said that MPs increased military spending by UAH 67 billion, redistributed the volume of government guarantees within the limit of the state-guaranteed debt, and limited the use of road fund funds (bill No. 7167, 342 affirmative votes).

The Rada also liberalized labor legislation under martial law (No. 716, 344 affirmative votes); adopted bill No. 7148 on improving the efficiency of criminal proceedings for cybercrimes, as well as other criminal offenses related to computer data (343 affirmative votes).

At the session on Tuesday, MPs also expanded the scope of the law on ensuring the rights and freedoms of citizens and the legal regime in the temporarily occupied territory of Ukraine in the territories that have been captured by the Russian Federation since the beginning of the war on February 24, 2022 (No. 7157, 341 affirmative votes).

Among the adopted documents is bill No. 7038-d to increase the royalty for gas production during martial law and the state of emergency (270 affirmative votes).

MPs also adopted bill No. 7133 on government guarantees on the prohibition of the dismissal of teachers under martial law (341 affirmative votes); No. 7143 on granting additional powers to the State Judicial Administration of Ukraine during the absence of the authorized composition of the High Council of Justice (343 affirmative votes); No. 7154 on termination of enforcement actions for which the Russian Federation or persons associated with the aggressor state are the recoverors (343 affirmative votes); No. 7161 on an increase of the total number of the State Border Guard Service of Ukraine by 7,000 military personnel in the special period (344 affirmative votes) and No. 7166 on the features of government budget management under martial law (345 affirmative votes).
