Russian Human Rights Commissioner Tatyana Moskalkova does not plan to update the list of Russian prisoners whom she would like to visit in Ukraine and expects to be given such an opportunity.

"We can't talk about updating the lists when I haven't had a chance to visit any Russian citizens on the old list and the Russian consul was denied a visit to Odintsov in Kyiv. We didn't see any understanding from Ukraine during our first visit. We're waiting to get an opportunity to visit even one Russian citizen," Moskalkova told reporters at the forum Territory of Meanings on the Klyazma.

Most citizens on the list of 34 prisoners she provided have dual Russian-Ukrainian citizenship, she said.

"This situation requires agreements between the parties on the status of these people, on the provision of consular assistance to them, and on the solution of the issue of visits to them by non-consular officials, including the human rights commissioner," Moskalkova said.

Another list of 51 names was provided to Ukraine by the Russian Foreign Ministry, and Ukraine has also sent a list "containing more than 50 people," she said. "I am ready to use any list that will meet with understanding in Ukraine," she said.

Ukrainian Human Rights Commissioner Liudmyla Denisova has said that the Russian authorities had applied for permission to visit 51 people imprisoned in Ukraine, but that only 13 of them have Russian citizenship, and that some of them refused to meet with the Russian human rights commissioner.
