No justification for delaying implementation of Ukraine-EU Association Agreement – Mingarelli

 Head of the Delegation of the European Union to Ukraine Hugues Mingarelli believes the practice of braking by the Verkhovna Rada legislative initiatives, important for the implementation of the Association Agreement, should be stopped.

"There can be no justification for delaying the implementation of the Agreement: it must be carried out quickly and fully, and the responsibility lies with the Ukrainian authorities, especially with Rada members elected to represent the Ukrainian people and make decisions on its behalf ... Unfortunately, today many important bills are stuck in the Verkhovna Rada without any movement, which should be stopped," the head of the EU Delegation said on the Kyiv-based Yevropeyska Pravda's (European Truth) page on Monday.

Mingarelli recalled the need for a constructive and effective dialogue of the Ukrainian parliament with other key players, in particular the government and the president.

"The registration of bills that contradict or even harm the Association Agreement/FTA, such as the "Buy Ukrainian, Pay to Ukrainians!" bill, may lead to the loss of Ukraine's international reputation and breach of its obligations in relations with the EU unless they are revised," the diplomat said.

Mingarelli noted that the legislative tasks and obligations of Ukraine within the framework of the Association Agreement with the EU deserve more focused work on legislative initiatives.

"The EU's partnership with Ukraine is not a relationship between a donor and a recipient, but relations that rely on the equivalent contribution and aspiration of both sides. The European Union needs to see reforms in order to support them," the diplomat said.

Mingarelli added that the European Union also continues paying special attention to anti-corruption legislation and ensuring the independence, operational ability and effectiveness of anti-corruption institutions in Ukraine.
