Ukrainian President Petro Poroshenko has returned bill No. 2090a amending the law on the state defense order in part of the formation and implementation of the state defense order for reconsideration to the parliament, adding his proposals.

According to a posting on the website of the Verkhovna Rada, the document was sent for signature to the president on February 3 and on March 2 the bill was returned with proposals of the head of state. On March 4, the document was sent for consideration by the parliamentary committee for national security and defense.

Poroshenko said that the notions "beyond the defense order," "on extraordinary occasions," and "in case of emergency" do not bear legal certainty and could be interpreted with bias in practice.

The president proposed that weapons and military equipment, arms and ammunition are bought, modernized and overhauled only under the defense order.

He proposed that the requirement, according to which in the conditions of the special period, introduction of the emergency situation and the period of conducting the Anti-Terrorist Operation (ATO), the signing of compensation (offset) agreements can be terminated under a decision of the Cabinet of Ministers.

The president proposed removing some provisions from the document.

As reported, on January 26, 2016, the parliament adopted a bill on amendments to the law on the state defense order concerning the formation and implementation of the state defense order (No. 2090a).
