Tombinski points to threat to independence of anti-corruption prosecution

Head of the European Delegation to Ukraine Jan Tombinski says he is concerned by amendments to the Law "On Prosecution" (4055) that threaten independence of anti-corruption prosecution.

"I am concerned by amendments proposed in the Law "On Prosecution" (4055) that threatens the independence of the Specialized Anti-Corruption Prosecution by granting too many discretional powers to the Prosecutor General," he said in a statement posted on the Delegation's official Facebook page.

In his words, it is also important that an effective asset declarations system is introduced without further delay in 2016, in line with Ukraine's commitments.

"This should be comprehensive and cover all officials in areas and positions vulnerable to corruption, who should re-submit the declarations in electronic form to allow National Agency for Prevention of Corruption, once fully operational, in fulfilling its mission. After eight months of ineffective attempts to set up the Agency, it is high time to see it up and running," the statement reads.

"I welcome the work under way in the Verkhovna Rada this week on important anti-corruption legislation that is also part of Ukraine's visa liberalization commitments," Tombinski said.

According to the statement, draft legislation on asset recovery (4056) and on seizure and special confiscation (4054) are in line with the EU standards.
