The Antimonopoly Committee of Ukraine (AMC) by its decisions on the appeal of Element Nafta LLC (Kyiv) regarding the violation of laws during diesel fuel purchases by state enterprise Ukrzaliznychpostach has prevented the timely conduct of two tenders to buy diesel fuel for railways, State Railways Administration of Ukraine Ukrzaliznytsia has said.

According to the press service of the railway agency, in particular, a tender on three lots with a total volume of 30,000 tonnes of fuel to be held on August 12 was foiled. The AMC permanent board, having considered the complaint, made the decision to suspend the tender on August 10.

In addition, previously because of the AMC decision trading in four lots for the purchase of 40,000 tonnes of diesel fuel failed - also because of the complaints of Element Nafta LLC, opposing formula pricing.

Ukrzaliznytsia noted that Ukrzaliznychpostach tried to apply a cost effective calculation of diesel fuel cost using formula pricing used in the world practice.

"Little known companies with the help of the AMC hinder the intention to implement a transparent and effective mechanism for fuel purchase at the price applicable at the time of its delivery. The blocking of preliminary bidding on diesel fuel with the use of formula pricing occurred in April," Ukrzaliznytsia said.
