Hroisman supports cooperation with UN on parliament reform

Chairman of the Verkhovna Rada of Ukraine Volodymyr Hroisman and United Nations Development Program (UNDP) Resident Representative in Ukraine Neal Walker have discussed the reform of the Ukrainian parliament and the increase of its institutional capabilities.

"It's very hard to effectively reform a country without reforming the parliament," Hroisman said during the meeting on Wednesday, the Verkhovna Rada of Ukraine press service has reported.

Hroisman suggested that an action plan for reforming the Ukrainian parliament be created in cooperation with the UNDP and international organizations. In particular, reform is to affect the Rada's staff and parliamentary procedures.

According to Hroisman, the plan must cover both the institutional and technical aspects of modernization.

"[We] must use information technologies in creating the bills and their promotion as much as possible, and [we must] implement e-control [systems]," he said.

Hroisman said that ensuring the transparent work of parliamentary committees and providing them with technical support was necessary.

Hroisman also said that the reform of the Ukrainian parliament was part of the plan for the legal provision of reforms that he had initiated.

In turn, Walker expressed his readiness to actively participate in the development and implementation of the program, and would involve experts with experience in other countries.

The parties agreed to prepare the draft action plan as soon as possible and to agree on its top-priority realization steps.

Hroisman and Walker also discussed the issue of sending humanitarian aid to Ukraine and restoring Donbas.

In particular, Walker said that representatives of United Nations Office for the Coordination of Humanitarian Affairs were planning to visit the Dnipropetrovsk and Donetsk regions on a humanitarian mission next weekend.
