The Ukrainian government has initiated enacting the requirements for monetization and the provision of benefits, and subsidization of utility services, for low income individuals.

Ukrainian Prime Minister Arseniy Yatseniuk said in parliament on Thursday the initiative is stipulated as part of the government action plan.

"The program foresees – I stress this – the adoption of a law on subsidies and monetization, as otherwise people who do not have money to will simply not pay," he said.

Yatseniuk said that the position of the government is for the obligatory provision of price discounts and subsidies for poorer people due to the increase of prices and utility tariffs.

"Poor people should receive financial aid from the state, for benefits and subsidies to cover the increased tariff rates," he added.
