Ukrainian Deputy Prime Minister Oleksandr Vilkul has proposed creating a new system of civil protection, his press office has reported.

Vilkul said that the best practices of the Soviet civil defense system and current global experience and technology would be analyzed to create the new system.

It is proposed to update the material and technical base of the State Service for Emergency Situations and the utility equipment used in the current process of cleaning cities and during emergency situations.

In addition, in accordance with international practice, it is proposed to set up three mobile rescue teams equipped with modern technology: in the west, east and center of the country (Kyiv). The crews should promptly relocate within its radius of action, if necessary.

It is also envisaged to introduce a modern system of public notification. It will foresee the timely dissemination of information through technical means of communication, the media, the Internet and mobile communications. The possibility of creating a national medium wave radio network is also being considered.

"The new regulations of work should ensure the possibility of informing the public within an hour about emergencies and respective actions in this period," he said.
