SUMMARY: Zelenskyy presents Victory Plan in Rada

Ukrainian President Volodymyr Zelenskyy presented Ukraine's Victory Plan, consisting of five points and three confidential annexes, in the Verkhovna Rada on Wednesday.
"The first point is geopolitical. The second and third are military. The fourth is economic. The fifth point of the Victory Plan focuses on security," Zelenskyy said while presenting the Victory Plan to members of parliament and the Ukrainian public in the Verkhovna Rada.
The second, third, and fourth points have classified annexes that were shared with partners.
The President of Ukraine said the points of the Victory Plan are divided over time: "the first four are for the duration of the war, to end it," while the fifth is for the post-war period to ensure security.
POINT ONE: INVITATION TO NATO
Ukraine's Victory Plan envisions an invitation for Ukraine to join NATO in the near future, Zelenskyy said.
"We understand that NATO membership is a matter for the future, not the present. But Putin must see that his geopolitical calculations are failing. Russians should feel that their ruler has lost geopolitically. I thank all our partners who support that an invitation for Ukraine to join NATO now, with membership later, strengthens everyone. An 'invitation' is a strong decision that requires nothing but determination," he said.
The president said that for decades, Russia has taken advantage of geopolitical uncertainty in Europe, especially the fact that Ukraine is not a NATO member, which has "tempted Russia to encroach upon our security." "Now, the invitation for Ukraine to join NATO can become a truly fundamental peace," the president said.
According to the head of state, "the invitation symbolizes much more than just NATO."
"Determination on NATO for Ukraine also means the inevitability of European integration for Ukraine and the non-alternative nature of democracy in Ukraine. That's why this is the initial point of the Victory Plan. It is a testament to determination. An unconditional invitation now. It signifies how our partners truly see Ukraine's place in the security architecture," Zelenskyy said.
POINT TWO: DEFENSE
According to Zelenskyy, this point includes operations on Russian territory to prevent buffer zones in Ukraine; assistance from partners in equipping reserve brigades for the Armed Forces of Ukraine (AFU); joint defensive operations with European neighbors to intercept Russian missiles and drones; and the removal of restrictions on the use of long-range weapons against Russia.
"Assistance from partners in equipping reserve brigades for the Armed Forces of Ukraine (...) Removing restrictions by partners on the use of long-range weapons across all Russian-occupied territories of Ukraine and within Russia – targeting military infrastructure, and providing Ukraine with appropriate long-range missiles, drones, and other means; real-time satellite data provision and data obtained by other intelligence means," the president said during the parliamentary address.
Additionally, the defense point of the Victory Plan includes expanding the use of Ukrainian missiles and drones, as well as increasing the capabilities of Ukraine's air defense.
"Elevating Ukraine's air defense to a level sufficient to protect our cities and villages from Russian missiles and drones, and joint defensive operations with our neighbors in Europe to intercept Russian missiles and drones within the range of partners' air shield; expanding operations using our Ukrainian missiles and drones, as well as investing in increasing their production in Ukraine," Zelenskyy said.
He also highlighted that the key to implementing the defense point of the Plan is the continued operations of AFU in certain areas of Russian territory, as well as the destruction of Russia's offensive potential on the occupied territory of Ukraine.
POINT THREE: DETERRENCE
The deterrence package of Ukraine's Victory Plan includes deploying a comprehensive non-nuclear deterrence package on Ukrainian territory to protect against threats from Russia, the president said.
"Ukraine proposes deploying a comprehensive non-nuclear strategic deterrence package on its soil, sufficient to protect Ukraine from any military threat from Russia and limiting Russia's options to the following prospects: either join an honest diplomatic process to end the war justly, or forfeit the ability to continue its aggressive war through the application of Ukraine's provided deterrence package towards specific military goals," Zelenskyy said.
"In other words, the deterrence package means that Russia either turns to diplomacy or retreats (...) to the loss of its war machine. Peace through strength," the head of state said.
He said this works equally effectively on both sides of the Atlantic. "And this point can be ensured, in particular, through financing within the framework of already concluded security agreements with partners and specified amounts of financial support," Zelenskyy said.
POINT FOUR: STRATEGIC ECONOMIC POTENTIAL
Ukraine has significant potential in the extraction of critical metals, food production, and energy, which need to be protected and utilized together with partners, the president said.
"Ukraine offers the United States, along with specific partners, notably the European Union, of which Ukraine will be a part, and other global partners, to conclude a special agreement on the joint protection of critical resources available in Ukraine, joint investment, and utilization of the respective economic potential," he said, presenting the Victory Plan.
Zelenskyy specified that this includes uranium, titanium, lithium, graphite, and other strategically valuable resources worth trillions of dollars, which should strengthen Ukraine, its allies, and the democratic world in global competition.
POINT FIVE: POST-WAR PERIOD
Ukrainian military units will be able to replace part of the U.S. contingent in Europe after the war with Russia, the president of Ukraine said.
"We foresee, with the agreement of partners, replacing certain U.S. Armed Forces contingents stationed in Europe with Ukrainian units. After the war. Ukrainians have proven to be a force that the Russian threat cannot overcome. And I thank every partner – everyone with whom we have discussed this prospect for the post-war period – thankful for the respect shown to Ukrainians and our ability to be resilient in alliance with partners," Zelenskyy said.
He said that after the war with Russia, Ukraine will have "one of the most experienced and large military contingents."
VICTORY PLAN IMPLEMENTATION
According to the head of the Ukrainian state, if the Victory Plan is initiated now, it is possible to end the war no later than next year, 2025.
"The urgency of the Victory Plan is right now. These points are mostly time-bound. If we start moving according to this Victory Plan now, we may be able to end the war no later than next year," Zelenskyy said in the parliament.
According to the Ukrainian president, Russia and its allies want more wars, they are learning, and "the more time they have to learn how to bring ruin, the more the world will eventually pay for the right to peace."
At the same time, he said for Ukraine's partners, helping Ukraine now means ensuring that a rules-based order remains in the world.
"If Russia's war against Ukraine ends at a peace summit and based on international law, it will convince other potential aggressors not to start wars," Zelenskyy said.
The head of state said that if Vladimir Putin achieves his geopolitical, military, ideological, and economic goals, it would create an overwhelming impression for other potential aggressors, "particularly in the Gulf region, the Indo-Pacific region, and Africa, that wars of aggression could be profitable for them as well.
Zelenskyy said Ukrainian intelligence has recorded the transfer from North Korea not only of weapons to Russia but also of people, making it effectively the involvement of a second state in the war against Ukraine on Russia's side. The president also said everyone sees the assistance of the Iranian regime to Putin, as well as the cooperation between China and Russia.
"And we must speak honestly – Ukrainians and all our partners – if we do not strengthen ourselves now, Putin will manage to strengthen himself next year to the point where diplomacy is no longer an option," Zelenskyy said.
The president concluded that the fate of the next decades is being determined by the actions of the global coalition in defense of Ukraine and international law.
He said Russia must lose the war against Ukraine, and this should not be a "freeze" or a trade-off involving Ukrainian territory or sovereignty.
"We must implement the Victory Plan to force Russia to attend the Peace Summit and be ready to end the war," Zelenskyy said.
