Govt working on more fair reservations, taking into account salaries, taxes, impact on economy - PM

The Cabinet of Ministers of Ukraine is preparing more equitable approaches to reservations, taking into account the level of wages, tax burden, as well as the impact on the economy, Prime Minister of Ukraine Denys Shmyhal said.

“The average salary, salary level, level of tax payment by both an individual and a company - all these things are being studied comprehensively today. And the impact of an enterprise or industry on the economy - this is the framework of the future reservation system that we are working on,” he said at a press conference in Kyiv on Monday.

The prime minister emphasized that, according to the Cabinet of Ministers’ calculations, the ratio of workers and military personnel to provide for the latter should be eight to one, and based on these parameters, the government is developing fair reservation parameters.

Shmyhal recalled that today’s reservation mechanism is also working, covers about 700,000 people and allows critical infrastructure enterprises or industries “that belong to sectors of critical economic need” to operate.

At the same time, he indicated that the government wants to improve this mechanism and make the approach more practical and fair.

Shmyhal added that the Cabinet of Ministers believes that enterprises that should participate in the reservation mechanism should also include enterprises that fill state budgets, allowing the defense security forces to be financed in full.

“We are looking and working on how to introduce these things into legislation. That is, paying taxes, official salaries should be average or higher than the industry average,” the prime minister explained.
