Estimates of Ukraine's recovery needs increased from $411 bln to $486 bln – World Bank

The estimates of the total cost of reconstruction and recovery in Ukraine as of 31 December 2023 is $486 billion over the next decade, according to the updated Rapid Damage and Reconstruction Needs Assessment (RDNA3) released by the Government of Ukraine, the World Bank Group, the European Commission and the United Nations in Thursday.

"…up from $411 billion estimated one year ago," the World Bank said in a press release on Thursday.

According to it, In 2024 alone, Ukrainian authorities estimate the country will need around around $15 billion for immediate reconstruction and recovery priorities at both the national and community level, with a particular focus on supporting and mobilizing the private sector alongside restoration of housing, soft infrastructure and services, energy, and transport.

The RDNA3 highlights that while some $5.5 billion of this funding has been secured, from both Ukraine's international partners and its own resources, about $9.5 billion is currently unfunded.

According to the assessment, the housing sector has the highest recovery needs – more than $80 billion (17% of the total). In the transport sector, $74 billion (15%) is needed for restoration, trade and industry – $67.5 billion (14%), agriculture – $56 billion (12%), energy – $47 billion (10%). Social protection and livelihoods need $44.3 billion (9%). Another $35 billion (7%) is required for explosive ordnance management. The needs of the education and healthcare sectors are estimated at $14 billion each (3% each).

In addition, about $11 billion is required to clear and dispose of rubble and demolish destroyed facilities.
