Most of the funds for repayment of debts to the former general contractor of the construction of a new Okhmatdyt facility, Ukrprofmed LLC, have been blocked on the account of state enterprise Ukrmedproektbud, pending the decision of competent authorities on the legality of actions of the Ukrmedproektbud management.

According to the explanation, posted on the website of the Health Ministry, the Security Service of Ukraine since the beginning of January 2016 has been investigating the case.

"The selection of a contractor to complete the construction of the new building took place in November 2015 during a transparent tender under the supervision of the public and with the participation of international organizations. The scope of work put up for auction was UAH 480 million. The winner became Altis-Construction, whose proposal amounted to UAH 390 million, which is 20% less than the expected cost of work. At present, Altis-Construction has carried out construction work worth UAH 48 million. The formation and use of the budget is carried out under the close supervision of the Health Minister, people's deputies and the public," reads the report.

However, the ministry noted that under the current legislation the estimate of the project includes both payments for services rendered to new contractors and the obligations to repay the debts of the previous years, which should be included in the project budget. In particular, during the period from 2011 to 2014 Ukrmedproektbud formed credit indebtedness in excess of UAH 80.851 million. This debt has passed to the Ministry of Health jointly with Ukrmedproektbud.
