Rada relevant committee recognizes draft law on mobilization as bearing corruption risks – MP

The Anti-Corruption Committee of the Verkhovna Rada has considered a draft law on mobilization, MP Oleksiy Honcharenko said.

"The Anti-Corruption Committee of the Rada has recognized the government's draft law on mobilization as bearing corruption risks," Honcharenko wrote on the Telegram channel.

The chairperson of the subcommittee on compliance with legislation in the field of preventing and combating corruption by state authorities and local government, Viktoria Siumar, commented on the committee's decision.

"The committee has again recognized that the bill bears corruption risks [the committee had made a similar decision regarding the first version of the bill): because the Cabinet of Ministers will determine which of the law enforcement and anti-corruption agencies will have reservations and who should be mobilized, and because the Cabinet of Ministers may further restrict travel abroad for other categories without clarity. Also, because of the uncertainty of what documents need to be provided for those caring for people with disabilities to prove the fact of care. And because there may be risks when imposing penalties for not creating a conscript's electronic account," she said on Facebook.

At the same time, the parliamentarian noted that the obligation of territorial recruitment and social support centers to process this data is also unclear in the bill.

"The territorial recruitment center will transfer the data of those who did not create an account to the police, and the police will issue reports of violations. Everything is written out again not clearly and is doubtful regarding compliance with the Constitution. [...] We suggested how to finalize it," Siumar said.

As reported, on January 30, the Cabinet of Ministers of Ukraine submitted to the Verkhovna Rada bill No. 10449 on amendments to certain laws regarding certain issues of military service, mobilization and military registration.
