MPs drawing up bill on anti-mine action

The parliamentary committee for national security and defense with support of Embassies of the United States, the U.K. and European Union countries in Ukraine is drawing up a bill introducing legal grounds for anti-mine actions, MP from Petro Poroshenko Bloc parliamentary faction and Committee Secretary Ivan Vinnyk has said.

According to Vinnyk, the purpose of drafting the bill on anti-mine action is to introduce transparent and competitive rules for the use of international financial assistance at the legislative level, which is provided to the state for mine clearing of contaminated territories.

"The bill will define several types of mine clearance: humanitarian, operational and military and the powers of public authorities that will carry out demining will be differentiated. The rules for financing these works will be determined. Competitive and transparent procedures will be introduced in the areas of funding for entities, in particular, the in system of humanitarian demining in the areas affected by the actions of the aggressor state, as well as areas contaminated with dangerous ammunition after fires in military warehouses and arsenal. These are now dozens of thousands of hectares that must be properly cleared using the funds of donor states and state budget funds," the people's deputy said.

According to the structure of the bill, which Ivan Vinnyk presented to a working group, the units of the Ministry of Defense will carry out military demining activities, the units of the State Emergencies Service will carry out operational demining, humanitarian demining will be administered by the central executive authorities, to which the units of the Ministry of Defense, or private entities on a competitive basis through appropriate tender procedures will be attracted.

"Next week, we expect suggestions and comments on the submitted concept of the subjects of the process. If there are no substantive comments, then on the basis of the proposed scheme we will move on to writing the text part of the bill, which will be a separate subject of coordination of all concerned," the parliamentarian said.
