Bill No. 4811 on civil confiscation does not contain strong guarantees of property right protection, the Delegation of the European Union to Ukraine has said.
"EU Delegation would like to reiterate its earlier made assessment that contrary to the package of VLAP laws adopted by Verkhovna Rada back in February 2016, a draft law 4811 on confiscation does not contain strong guarantees of property right protection which would correspond to the EU standards," the delegation wrote on its official Facebook page on Wednesday.
The improvement of asset recovery legislation, which includes the confiscation procedures, has been among the commitments made by the Ukrainian authorities in the context of the visa liberalization process (VLAP), the delegation said.
"It can be perceived as a rather hasty step towards introducing more stringent and intrusive tools without the necessary respect for the principle that these should go hand in hand with the greater protection of the right to a fair trial, property rights and increased stability of property rights relationships," the delegation wrote.
