Informal document on amnesty for Donbas fighters really drafted by one of coordinators, though not discussed yet – OSCE

An informal document on amnesty of Donbas fighters has been drafted by coordinator of the working group on political affairs of the Trilateral Contact Group Pierre Morel exclusively under his own editorship, the Office of the Special Representative of the OSCE Chairperson-in-Office in Ukraine Martin Sajdik told Interfax-Ukraine.

The explanation letter says there have been no discussions regarding this document, moreover neither working group, nor Trilateral Contact Group on the implementation of the peace plan in the East of Ukraine didn't coordinate it.

According to the Office, envoy Sajdik definitely said in Minsk on December 15 that the discussions on this topic by the working group led by Morel will start just in January 2016.

Martin Sajdik has said earlier that an informal working document was created with regard to an amnesty for Donbas fighters during the Contact Group meeting on December 15.

However, press secretary of Ukrainian representative in the group, former Ukrainian President Leonid Kuchma, Darya Olifer said the document on amnesty for Donbas fighters was never discussed at the meeting of the Trilateral Contact Group in Minsk.
