Ukraine has confirmed having received a message from Russian President Vladimir Putin stating a plan for settling the conflict in southeastern Ukraine, Russian Ambassador to Ukraine Mikhail Zurabov said.

"Yes, Ukraine confirms receiving this letter, and that's good," Zurabov told reporters.

Zurabov said Ukraine "can use this plan as a foundation, with certain reservations."

Zurabov said the next few days will show the true intentions of the Ukrainian administration on the actions on this plan. He reiterated that the reservations mentioned by Kyiv are "largely technical."

"We will find out whether there is more serious content behind that in the next few days," the ambassador said.

Responding to a question as to what reasons Ukraine gives for the recent escalation of military actions, Zurabov said: "I sometimes hear the word 'incidents' in their evaluations."
