Government freezes social payments with budget 2013, says opposition

Under a government's draft law on the national budget for 2013, the Cabinet of Ministers of Ukraine has halted the growth in social payments in Ukraine, Chair of the Council of the Batkivschyna United Opposition Arseniy Yatseniuk has said.

"The draft national budget for 2013 foresees a rise of some 6% in social payments, and inflation is expected to be at 6%. The actual growth of social standards is zero," the press service of the Front For Change Party reported on Tuesday, citing Yatseniuk.

The politician also said that the government had effectively stopped the fulfillment of all social spending with this law on the national budget. He took Article 4 of the final provisions of the law as an example. The article says that in 2013 the laws on the social protection of Chornobyl cleanup workers, pensions, social aid to people dismissed from military service, protection of labor veterans and aged people, apply under a procedure defined by the cabinet, taking into account the available resources, not according to Ukrainian law.

"In other words, Article 4 of the final provisions stopped all social laws in Ukraine, which is not in line with Constitution and current Ukrainian law. The financing of these expenses will be settled, as it was settled this year and in the previous years [like this] – if the government doesn't want to pay, it won't," he added.

"This government proposes a large improvement for Ukrainian people: the minimum wage in 2013 will grow by UAH 13," he said.

He said that the government also allocated UAH 200 million for additional financing paid to war veterans and other unprotected social groups.

"This was advertised as a large social initiative of President Yanukovych. They allocated UAH 187 million for Yanukovych and Azarov to fly in chartered planes," he said.
