Tigipko: Government soon to consider draft state budget for 2013

A revised draft state budget for 2013 will be submitted for consideration by the Cabinet of Ministers of Ukraine soon, Deputy Prime Minister and Minister for Social Policy Sergiy Tigipko has said.

"The changes to the [the draft state budget for 2013 have not currently been submitted to a government meeting, but I think that this will be done soon," he said at a briefing on Wednesday.

Tigipko said the adoption of the state budget for 2013 was important, so that "we can give respective signals to local councils to ensure that they quickly plan their budgets."

"In my opinion, it would be better if the new parliament approves the budget… However, if, for some unknown reason, the formation of the new parliament is delayed, then it must be done by the parliament of the current convocation, because the budget must be approved in December in a timely manner," he said.

As reported, on September 12 the government approved and submitted to the Verkhovna Rada the draft state budget for 2013. However, after discussion with the parliamentary budget committee, Rada Speaker Volodymyr Lytvyn returned the document for revision. The text of the draft state budget hasn't been made public.

The government forecast the growth of gross domestic product (GDP) in real terms in Ukraine in 2013 at 4.5% (the nominal volume is UAH 1.688 trillion) with the inflation forecast at 5.9%.

The deficit of the 2013 national budget is foreseen at 1.65% of GDP, or UAH 27.8 billion. According to the draft, the revenues of the national budget for 2013 could grow by 6.4%, to UAH 394.6 billion year-over-year, while the amount of budget expenditures on crediting will increase by 6.3%, to UAH 434.6 billion in 2013.

In general, the revenues of the consolidated budget for next year are estimated at UAH 499.4 billion, which is 8% higher than the forecast was for 2012.
