SBI detains former Odesa military commissar, his real estate in Italy transferred to ARMA

The State Bureau of Investigations (SBI) has reported the detention of a former head of the Odesa regional military recruitment center in Kyiv.
The former military commissar was detained in the capital after a UAH 39.4 million bail was posted to release him from a detention facility, the SBI said on the Telegram channel.
"The Bureau has been informed that after the release from the detention facility he planned to evade investigation and, in particular, leave abroad," it said.
"The SBI detained the ex-official in Kyiv today, on December 25. He was notified of suspicion of being involved in new criminal offences under Part 3 of Article 27, Part 1 of Article 114-1 (impeding the legitimate activities of the Armed Forces of Ukraine during a special period), Part 3 of Article 27, Part 1 of Article 366 (organizing the drafting and issuance by an official of a deliberately false official document) of the Criminal Code of Ukraine," the SBI said.
According to the agency, the former military commissar organized the issuance of a certificate on a non-combat injury "received not even during the performance of duty associated with the defense of the Motherland."
The ex-official was unjustifiably charged with additional remuneration totaling UAH 165,480 on the basis of a false decision of the service inspection and according to the conclusion of the medical and social expert commission (MSEC) in April-June 2022.
Also, the SBI is investigating criminal proceedings on suspicion of the former military commissar in committing a crime under Part 3 of Article 27 and Part 3 of Article 209 of the Criminal Code of Ukraine (organization of legalization of funds obtained by criminal means).
"As part of this criminal proceeding, according to the materials of the SBI, the court transferred to the management of ARMA [Asset Recovery and Management Agency] a building 857 square meters in area worth EUR 4 million and an office 223.9 square meters in area worth EUR 510 million in the Spanish resort of Marbella. The real estate belonged, respectively, to the mother and wife of the former military commander," the SBI said.
The court also transferred to ARMA the cars MERCEDES-BENZ EQV worth UAH 2.9 million, Mercedes-Benz G 63 AMG worth UAH 8.4 million and Toyota Land Cruiser 200 worth UAH 3 million. They were owned by the wife, mother and mother-in-law of the former military commissar.
As reported, the SBI sent to court two indictments against the former military commissar: under Article 368-5 of the Criminal Code of Ukraine (acquisition of assets worth UAH 142.9 million by a person authorized to perform functions of the state or local self-government), under Part 5 of Article 407 of the Criminal Code of Ukraine (failure by a serviceman (except for compulsory military service) to report for duty on time without a valid excuse, committed under martial law), under Part 4 of Article 409 of the Criminal Code of Ukraine (evasion of military service by a serviceman), and under Part 4 of Article 358 of the Criminal Code of Ukraine (use of a knowingly false document).
The Specialized Prosecutor's Office for Defense of the Southern Region and the Prosecutor General's Office are in charge of the proceedings.
