Competition agency: Derzhzovnishinform has signs of monopoly

State-run enterprise Derzhzovnishinform has signs of monopoly in the price examination segment due to preferences spelled out in resolution No. 597 dated December 30, 2003 issued by the National Bank of Ukraine (NBU) on trans-border currency remittances.

The envoy of the Antimonopoly Committee Ahia Zahrebelska wrote on her Facebook page that the committee came to the conclusion after a one-year investigation into Derzhzovnishinform's operations.

"The state-run enterprise actually has signs of monopoly in the market segment described in the NBU resolution. Other economic entities are deprived of the possibility of providing services similar to those provided by the enterprise in line with NBU resolution No. 597," the committee said.

Zahrebelska recalled that according to the resolution, the price examination act of Derzhzovnishinform (under management of the Economic Development and Trade Ministry) for compliance of contract prices with the market is a mandatory document for settling transactions to pay for labor, services and intellectual property rights if the total cost of the contract exceeds EUR 50,000.

She said that the committee proposed to the NBU to bring resolution No. 597 in line with requirements of Ukrainian legislation on protection of economic competition.
