Ukraine imposes special duties on imports of polyurethane foam goods for three years
The interdepartmental commission on international trade, following an investigation initiated on July 3, 2015, on May 26 decided to temporarily introduce special import duties on flexible porous slabs, blocks and sheets made of polyurethane foam classified under foreign trade activity code 3921 13 10 19 for three years.
"Special measures are applied for three years, the size of the rate is as follows: from the date of special measures application 13.09%; after 12 months from the date of special measures application 12.44%; after 24 months from the date of special measures application 11.81%. Special measures are applicable from the date of entry into force of the commission's decision," reads the report in the Uriadovy Kurier newspaper dated May 28.
According to the results of its investigation the commission concluded the increase in imports of polyurethane foam goods to Ukraine occurred in 2013-2014, i.e. before and during the period when sales and production by domestic producers decreased.
"A continuous growth of imports to Ukraine took place at the level of prices much lower than the prices of goods in the domestic market and lower than their cost," reads the report.
It says low import prices entailed a rapid decline in prices for similar goods of Ukrainian origin.
