State Fiscal Service is leader among public agencies in number of complaints from business – business ombudsman

The State Fiscal Service remains a leader among public agencies in the number of complaints filed by businessmen to the Business Ombudsman Council (BOC), business ombudsman Algirdas Semeta has said.

"The State Fiscal Service is the absolute champion," he said at a press conference on Thursday.

He said that over the whole period of the operation of the BOC 110 complaints against actions of the State Fiscal Service have been submitted, while against the Justice Ministry – 12.

According to a report, the major part of the key problems of business concerns the operation of the State Fiscal Service: 10% of complaints concern electronic VAT administration problems, 7% - delay with VAT refunding, 5% - tax issues, 4% - abuse of powers by taxmen and fiscal agencies during audits and 3% - problems with cross-border trading.

Semeta said that some complicated cases opened under complaints against the State Fiscal Service were settled after signing a memorandum of cooperation with the fiscal service in October 2015.

He said that the BOC received 585 complaints from Ukrainian entrepreneurs, opened 340 cases and successfully closed 164 cases. The office also reported that governmental agencies implemented 81% out of 131 recommendations issued by the BOC in 2015.

Semeta said that the hardest was the fourth quarter of 2015: a total of 216 complaints were received.
