The total debt of the population, enterprises and institutions for heating and hot water to PJSC Kyivenergo as of December 1, 2017 was UAH 4 billion.

According to Director of Kyiv Energy Supply Company Andriy Taliar, the total debt of the population for heating and hot water in Kyiv is about UAH 3 billion.

"We hope that in December we will calculate payments according to a new method. While the weather is relatively warm, the current calculation of payments (by the number of days and average daily temperature) does not cause significant fluctuations in accruals," Petro Panteleyev, the deputy head of Kyiv City State Administration, said, adding that the administration cooperates with the Ministry of Regional Development, Construction, Housing and Utilities Services to prepare a resolution on the transition to a new formula for calculating the cost of heat.

The new formula should be based on the average figures of the meters in the houses that are equipped with them.

According to him, currently 93% of residential buildings in Kyiv are equipped with heat meters, for the rest 7% the cost of heating is calculated based on the average daily temperature and the number of days when heat was supplied.
