Fiscal service resumes check on tax legislation compliance by finance minister

Finance Minister of Ukraine Oleksandr Danyliuk has said that the main department of the State Fiscal Service in Kyiv resumed a check how the minister observes tax, currency and other legislation.

"Yesterday I received conclusions from the main department of the State Fiscal Service in Kyiv regarding the results of the check. The check has been restored, despite the fact that the Prosecutor General's Office of Ukraine (PGO) closed the case and the fact that these steps are not in line with the requirements of the Tax Code on restrictions for the period of conducting checks," he wrote on his Facebook page.

Danyliuk said that the fiscal service resumed the check at once after he published information about abuse of office in the State Fiscal Service in Kyiv and instructed the head of the service to conduct an investigation and suspend the involved persons from their posts. This concerns the sum of hundreds of millions of hryvnias.

He said that employees of the State Fiscal Service who drew up the inspection act are incompetent.

"On the one hand, it was quite expected. The act took off all the questions regarding the inconsistency of my incomes and expenses ... But on the other hand, other ridiculous charges were brought in. It turns out that while I was permanently living with my family abroad, I worked and paid taxes there. I had to pay taxes in Ukraine. Well, the State Fiscal Service does not know about the agreement on avoidance of double taxation, residency and other nuances of tax legislation," he said.

As reported, Kyiv's Pechersky district court on July 18, 2017 accepted a document on the initiation of unscheduled tax audit of Danyliuk how he observes tax, currency and other legislation in the period from 1998 through 2016.

Earlier Danyliuk denied non-payment of tax. He explained the discrepancy between his income and expenses in 2010-2014 by his work in private business in previous years. He appealed against the ruling of the court, considering illegal the actions of the prosecutor's office and the judge, but simultaneously asked the State Fiscal Service to conduct his tax audit as quickly as possible, so as not to create a threat to the issue of eurobonds, negotiations with the IMF and the budget process.

Ukraine's PGO closed its investigation into possible tax evasion by Danyliuk.
