Patients to select doctors, clinical inspectorate to be created at Health Ministry, says draft coalition agreement

The draft coalition agreement from Petro Poroshenko Bloc foresees changes in the procedure for the formation of the body of persons who are serviced by doctors of the primary chain using a free selection of doctors by patients instead of the territorial principle and the creation of a clinical inspectorate in the structure of the Health Ministry to control the introduction and observation of clinical protocols and protect rights of patients.

The proposals are stipulated in the Reform of Healthcare section of the draft coalition agreement posted on the Web site of the Petro Poroshenko Bloc early Wednesday.

The reform foresees the introduction of obligatory medical insurance as the only channel of supply of medical services, the lifting of a ban on the reduction of the number of medical institutions and the approval of military medical doctrine.

The reform also foresees the creation of the conditions for free access of private suppliers to the state-guaranteed medical service market.

The document also envisages the structural reorganization of the medical servicing system, as well as a stocktaking and the issue passports to medical institutions, the creation of several registers, including registers of medical workers, medicines with reference prices and medical protocols.

The draft document includes the introduction of a single information system for collection, processing and forecasting clinical and financial data.

The coalition agreement foresees the provision for the drawing up of medical assistance standards (clinical protocols) on the basis of scientifically proved medical practice, their systemic revision and the introduction of the system to control the quality of medical assistance provided by healthcare institutions.
